Phil brings 35 years of experience in healthcare finance to the job that includes analyzing and implementing federal and statewide reimbursement laws, monitoring of federal and statewide reimbursement systems, assisting hospitals and other healthcare providers in the management of both regulated and non-regulated reimbursement systems, and representation on many healthcare committees.

Since founding the company, Phil has been responsible for meeting the financial consulting needs of over 100 healthcare clients. One of his most significant contributions to date was the forefront position he assumed in the Jersey Shore 1992 PRRB appeal case, which led to Program Memorandum 99-62, the inclusion of Charity Care and General Assistance days in the hospital DSH calculation. This effort resulted in over 300 million dollars of additional revenue for New Jersey hospitals alone.

Prior to becoming President of BESLER Consulting, Phil was a Senior Manager at Ernst & Young and earlier served the State of New Jersey Department of Health as Chief of Rate Setting. He is a licensed Certified Public Accountant and is a member of both the American Institute of Certified Public Accountants. Jonathan is an experienced strategic financial services business leader who has several years of management experience with a leading-edge professional services firm, PricewaterhouseCoopers, LLP in Boston, MA. Jonathan’s work experience is in client service management focusing on auditing/analysis of financial statements and related compliance requirements, including GAAP, GAAS, Office of Management and Budget (OMB) and forensic audits. Additionally, Jonathan has staff management experience and oversight of activity in areas of work such as risk assessment, budget management, proposal development and execution for multiple engagements. Jonathan’s work during his tenure with PricewaterhouseCoopers supported a significant number of client engagements in the healthcare, higher education, life sciences, retail and manufacturing industries.

Jon began his career in public accounting working in the audit practice for one of the Big 4 in Boston, MA, where he focused on healthcare and non-profit institutions. Most notably, Jon was selected to a team of forensic accountants post-SEC investigation and financial statement re-audit of a national healthcare system. Jon has a strong background in finance and accounting including financial analysis, analytical trends, research and regulatory compliance. Jon holds a Masters of Accountancy degree from Tulane University and a Bachelor of Science and Management degree with a major in Accounting from Tulane University. Jim Hoffman brings over twenty years of technology and operations experience to his position as COO of BESLER Consulting. Most recently, he was President and General Manager of Accuro Revenue Management for MedAssets. Prior to the acquisition of Accuro Healthcare by MedAssets, he served as President and Chief Operating Officer of the Accuro Revenue Management business unit, and Chief Operating Officer of Innovative Health Solutions, acquired by Accuro from Besler Consulting in 2005. His prior experience includes technology development in the healthcare, finance, telecommunications and entertainment industries. Jim is a graduate of the University of Virginia. David A. Bongiovanni, JD – General Counsel

David Bongiovanni, General Counsel with BESLER Consulting, brings twenty-nine years of experience in the healthcare industry to the firm. He has advised healthcare providers, healthcare systems and third party payors on managed care contracting, corporate and transactional matters, compliance requirements, reimbursement issues, delivery system development and operation, licensure and a variety of federal and state regulatory matters.

Before joining BESLER Consulting, David was a Principal of Glazer Bongiovanni, P.C., a Princeton law firm focusing on healthcare law. Previously, he was a partner in the Princeton office of Reed Smith LLP where he headed the law firm’s managed healthcare practice and served as the interim executive director for a multi-hospital organization. Before joining Reed Smith, he served as legal counsel for ten years with Independence Blue Cross (Philadelphia, Pennsylvania) and its subsidiaries, where he assisted those organizations in developing and implementing their healthcare delivery and financing strategies.

David received his Bachelor of Arts degree in 1977 from St. Joseph’s University, and his J.D., cum laude, from Widener University School of Law in 1981.  Brian P. Sherin, MBA — Senior Advisor

Brian’s broad knowledge of the diverse aspects of the healthcare revenue cycle, patient accounting and reimbursement environments, in addition to his hospital administration experience, make him a powerful ally for our clients. The fact that his 28 plus years of experience also includes the selection, development, installation and management of information systems, including the integration of hospital and physician billing and in-depth proficiencies with many critical software applications, makes his support even more valuable.

Brian began his healthcare career at a tertiary care hospital where he held a number of positions, including Director of Patient Financial Services, Assistant Administrator and Chief Compliance Officer. Other key responsibilities at the provider level over the years have included Patient Access, Faculty Practice Management, coordination of the financial operations with Health Information Management, ambulatory care operations, and related administrative functions.

Brian has managed and participated in numerous client projects related to accounts receivable reduction, interim patient accounting management, managed care contracting, compliance program development and assessment, detailed revenue cycle analysis, service line operational improvement implementation, physician coding/billing and reimbursement, and chargemaster/CPT coding analysis. Brian is considered an expert in the healthcare Revenue Cycle arena and is a leader in the industry. His experience, level of professionalism and his ability to work with all levels of management translates to excellent results for our clients.

Brian holds a Master of Business Administration Degree with a Major in Finance from La Salle University and a Bachelor of Science Degree with a Major in Business and Management from the University of Maryland, College Park. He plays an active role in both the Healthcare Financial Management Association (HFMA), having served as President of the NJ Chapter local Chapter and earning the FHFMA designation, and the American Association of Healthcare Administrative Management (AAHAM). Jeff Lampman brings over 25 years of healthcare financial experience to BESLER Consulting. Prior to joining the firm, Jeff served as a Vice President of Kreg Information Systems for 11 years. Prior to that time, Jeff was President of Health Care Computer Solutions.

Jeff has experience in developing services to meet the needs of the industry and managing infrastructure expansion. This skill set is important to manage the growth of the firm and maintaining the level of service to which BESLER Consulting has built the business upon. Jeff has a degree in Business Administration. Kathryn is the Senior Director responsible for BESLER Consulting’s Revenue Cycle product line and has been a member of our revenue cycle team for eleven years. Kathryn has over 20 years of experience in healthcare financial management and has extensive knowledge of all components within the revenue cycle. Her background is very diverse having experience in acute care hospitals in addition to skilled nursing facilities, psychiatric facilities, and home healthcare.

Prior to joining BESLER Consulting, Kathryn was Combined Business Office Director for a two-hospital business office. She was responsible for the development of “best practices” in the merging of the two facilities into one centralized location. In addition, she was the Director of Patient Financial Services of an inner city hospital which included responsibility for patient accounting and patient access.

Kathryn has managed and participated in numerous client projects related to revenue recovery, patient access, accounts receivable reduction, interim patient accounting management, CBO development and implementation, cash acceleration, and charity care evaluations. Her prior experience combined with her professionalism and ability to work with all levels of management translates into measurable results for our clients.

Maria Miranda

Maria is the Director responsible for BESLER Consulting’s Reimbursement product line.  Maria has over 20 years of experience in healthcare financial management. Her background includes experience with Healthcare Systems as well as a National PPO.

Prior to joining BESLER Consulting, Maria was Regional Director for Network Development for a National Preferred Provider Organization.  She was responsible for overall contracting efforts and provider relations for the Northeast Region.  Prior to that Maria held several positions in Hospital Reimbursement and Managed Care most notably for a three hospital system that included a Level II Trauma Center. Maria’s responsibilities at this inner city hospital system included Managed Care negotiations, Contract Management, Denials Management and Physician Credentialing.  Maria assisted in the development of a Denials Management process to capture, appeal and reverse clinical and technical denials for commercial payers.

Maria’s experience on both the provider and payer side gives her a unique perspective in addressing issues for our clients.

Maria holds a Bachelor of Science degree in Health Care Administration from St. John’s University and a Master of Public Administration with a Concentration in Health Services from Fairleigh Dickinson University.  Maria is also a Fellow of the American College of Health Care Executives. Laureen is the Director responsible for BESLER Consulting’s Coding, Accreditation and Clinical Services product line. Laureen has over twenty-five (25) years of experience in health information management administration, performance improvement, utilization management, medical staff operations and physician practice management. Laureen’s health information management experiences, as well as operational experiences, have provided key expertise in Federal Program Integrity engagements for the firm. Laureen has extensive experience with Joint Commission accreditation, post survey intervention as well as CMS/State licensure compliance and has been instrumental in implementing change in departmental operational engagements for the firm. Laureen has also successfully completed the National Integrated Accreditation for Healthcare Organizations (NIAHO) training and ISO 9001:2008 Lead Auditor for International Quality Management Systems with Applications for Healthcare competency training course, both sponsored by Det Norske Veritas Healthcare (DNVHC).

Laureen is an active member of the American Health Information Management Association and the New Jersey Health Information Management Association (NJHIMA) where she has served in a number of roles for NJHIMA including President. She is also a member of the Healthcare Financial Management Association, , the National Association for Healthcare Quality and the Health Care Compliance Association. Laureen holds a Bachelor of Science Degree in Health Records Administration from Northeastern University. Dr. Niewiadomski is an accomplished physician with over three (3) decades of experience in direct patient care and healthcare administration. Dr. Niewiadomski is the former Senior Vice President of Medical Affairs and Chief Medical Officer for a community, acute care facility in New Jersey. He has served in multiple senior leadership positions for other leading New Jersey hospitals. Dr. Niewiadomski earned his medical degree from the University of Medicine and Dentistry of New Jersey – Rutgers Medical School and completed a residency in Internal Medicine at Robert Wood Johnson University Hospital in New Brunswick, New Jersey. He also is a member of the American Medical Association, the Medical Society of New Jersey and currently serves on multiple association committees and board of trustees.
